The “Conference on Cybersecurity, Smart City and E-Government – Sharing the Russian Experience”

KUALA LUMPUR (12th September 2019): Malaysian and Russian organisations signed five documents today to formalise collaborations in the fields of cybersecurity, smart city and e-government.

The partnerships involve developing technological solutions as well as capacity building and training in the three fields.

The documents were exchanged between the parties during the “Conference on Cybersecurity, Smart City and E-Government – Sharing the Russian Experience”, organised by ITRAMAS Corporation Sdn. Bhd. and the Association for the Export of Technological Sovereignty (ASSETS) of Russia, with the support of CyberSecurity Malaysia and DRB-Hicom university.

The MoU and MoA exchange was witnessed by Minister of Domestic Trade and Consumer Affairs, Datuk Seri Saifuddin Nasution Ismail, who officially opened the Conference representing Deputy Prime Minister Dato’ Seri Dr. Wan Azizah Dr. Wan Ismail

The Conference aims to provide an avenue to bring together businesses, government agencies and the academia to explore the Russians’ advanced technologies in cybersecurity, smart city and e-government through presentations by ASSETS members and networking opportunity.

ITRAMAS Corporation is an engineering company with core competencies in Energy Efficiency, Renewable Energy, Electronic Manufacturing and Smart City while ASSETS represents 250 leading Russian high technology companies in critical infrastructure and information technology (IT) sectors that aims to facilitate exports of Russian products and services in the field of IT and cybersecurity.

ITRAMAS Corporation Chairman Datuk Khairuddin Ibrahim said: “Russia has a rich history of innovative inventions and technical development going back several centuries. Many of its scientists and technologists are renown around the world. Hence, ITRAMAS has a particular interest to work with the Russians who possess world-class technologies in these areas.”

“At the same time, ITRAMAS is happy to be the bridge linking ASSETS members with other parties in Malaysia. We believe the partnerships forged today will enable us to strengthen Malaysia’s capacity in these areas of technology.”

The document exchange involved a Memorandum of Agreement (MoA) between ITRAMAS Corporation and Micran Research and Production Company JSC (MICRAN) of Russia which manufactures electronic devices. It formalises the collaboration to establish a joint venture for the deployment and manufacturing of advanced Gallium Nitride (GaN) power transistors, Monolithic Integrated Circuits, as well as surveillance radar and Radio Frequency telecommunication equipment.

“The systems include for solar energy application, street lighting and traffic and security radar-based systems. The JV aims to promote Russian-Malaysian cooperation to make our countries, leaders in the world of GaN power electronics,” said ITRAMAS CEO Mr. Lee Choo Boo who exchanged the MoA with MICRAN Director-General Mdm. Vera Paramonova.

Another collaboration involves ITRAMAS Corporation, CyberSecurity Malaysia and ASSETS coming together to establish and strengthen cooperative efforts related to cybersecurity, smart city solutions and e-government, specifically on Safe City, training of anti-hackers, develop applications for Cyberscam, cyberstalking and SG infrastructures. The MoU exchange was conducted between ITRAMAS CEO Mr. Lee Choo Boo, CyberSecurity Malaysia’s CEO Dato’ Ts. Dr. Hj. Amirudin Abdul Wahab and ASSSETS President Dr Andrey Bezrukov.

A Memorandum of Understanding (MoU) was also exchanged between DRB-Hicom University of Automotive Malaysia (represented by its Vice Chancellor Prof. Dato’ Sr. Dr. Omar Osman) and JSC Murom Machine Building Plant Production Association (Murommash) of Russia (represented by its First Deputy CEO Mr. Sergey Baranov), which pertains to collaboration in R&D in advanced automotive technology.

The third MoU was between SSDU Innovations Sdn. Bhd. and QuanteQ Sdn. Bhd. to collaborate in the area of high-tech communication related products, including dense wavelength-division multiplexing telecommunication equipment and fiber-optical sensors.

SSDU Innovations is a wholly-owned subsidiary of Menteri Besar Selangor (Incorporated) tasked to implement the Smart Selangor initiative while QuanteQ deals with downstream production of high-tech communication related products. The documents were exchanged between SSDU Innovations’ Managing Director Dr. Mohammad Fahmi Ngah and QuanteQ’s Executive Director Anton Tyurin.

The alliance with the Russians also gives attention to the need for capacity building and training.

Under a four-party MoU, Universiti Sains Malaysia (USM) and DRB-Hicom University (DHU) of Automotive Malaysia, ASSETS and the National Research Tomsk State University (a research- intensive university in Russia) will set up the Malaysia-Russia High Technology Centre.

The cooperation involves international information security, science, education, technologies and business that stipulate transfer of technologies, training and exchanges of best practices.

The Malaysia-Russia High Technology Centre will train specialists in cybersecurity, smart city solutions and e-government, facilitate exchanges of students and professors, conduct joint R&D in high technologies and commercialise the resulting products,  develop joint educational and professional training programmes including for government and businesses; and provide advanced training of high- and secondary schools students in mathematics, physics, programming and engineering.

Representing their respective organisations at the document exchange ceremony were Dean of School of Computer Science, Universiti Sains Malaysia, Prof. Dr. Rosni Abdullah, DRB-Hicom University’s Vice-Chancellor Prof. Dato’ Sr. Dr. Omar Osman, National Research Tomsk State University’s Adviser to Rector Mr. Vladimir Dotsenko and ASSETS President Prof. Dr. Andrey Bezrukov.

The Conference also involved presentations by ASSETS members – Micran, T8 Limited, Bee Pitron, Radar MMS, National Research University of Electronic Technology (MIET), Geoscan Limited, BI.Zone, Irkutsk National Research Technical University, JSC Murom Machine Building Plant Production Association (Murommash) and Scientific Production Association Business Automatics.


Quantum Solar Park Malaysia (QSPM) Launched 50MWac Solar Power Plant in Pendang

11 February 2019 – Quantum Solar Park Malaysia, or in short, QSPM launched its 50MWac solar power plant in Pendang (near Gurun), Kedah. The plant, the first grid-connected large scale solar (LSS) power plant of its kind in the northern part of Malaysia, commenced operations at the end of last year. QSPM, the developer-owner-operator of the plant is a special purpose company of a consortium led by ITRAMAS Corp. Sdn Bhd.
The event was officiated by the Mentri Besar of Kedah, YAB Dato’ Seri Haji Mukhriz Tun Mahathir, who congratulated all parties involved in bringing the project to its successful fruition. Dato’ Seri Mukhriz also said that this project has placed the state as a leader in the renewable energy industry, particularly solar power generation. He also thanked QSPM for its contribution in placing an emphasis on employing from our local labour force and improving their skills sets.
Located on a massive 180 acres site in Mukim Ayer Puteh, Pendang District, the plant comprises close to 190,000 double-glass monocrystalline PV panels for high efficiency. The double-glass panels also allow for easy maintenance over a time horizon of 21 years during which the energy generated will be sold to Tenaga Nasional Berhad (TNB). The plant is expected to generate about 96,000MWh of electricity annually, sufficient to power some 30,000 households. This plant puts Malaysia on course towards reducing greenhouse emissions and towards realising the country’s target for renewable energy generation.
QSPM thanked the authorities especially the Ministry of Energy, Science, Technology, Environment and Climate Change (MESTECC), Energy Commission (ST), TNB and the Kedah state government for their confidence in QSP Malaysia and their support for this project. She also said that QSPM is confident that this plant will be the harbinger for new developments in green technology industries in Kedah with the skills acquired from this project.


IMF-World Bank Annual Meeting

Harnessing Islamic Finance for a Green Future

“Harnessing Islamic Finance for a Green Future” Jointly organized by The World Bank Group,  Securities Commission Malaysia, and International Organization of Securities Commissions (IOSCO) Asia Pacific Hub Malaysia, the 2018 conference explores the use of Islamic finance to support climate mitigation and adaptation efforts, including the use of Islamic finance instruments to finance climate friendly project, and presents case studies on how sukuk has been used to support certified green projects.  Mr Lee Choo Boo – CEO of ITRAMAS Corporation; Executive Director of Quantum Solar Park Malaysia – shares his views on the sustainable use of Islamic finance to address climate change. The session highlighted key aspects, facilitating factors, challenges faced, solutions provided, and the general lessons of experience in using sukuk.
